The country of origin of this photograph is Italy. It is in the public domain there because its copyright term has expired. According to Law for the Protection of Copyright and Neighbouring Rights n.633, 22 April 1941 and later revisions, images of people or of aspects, elements and facts of natural or social life, obtained with photographic process or with an analogue one, including reproductions of figurative art and film frames of film stocks (Art. 87) are protected for a period of 20 years from creation (Art. 92). This provision shall not apply to photographs of writings, documents, business papers, material objects, technical drawings and similar products (Art. 87). Italian law makes an important distinction between "works of photographic art" and "simple photographs" (Art. 2, § 7). Photographs that are "intellectual work with creative characteristics" are protected for 70 years after the author's death (Art. 32 bis), whereas simple photographs are protected for a period of 20 years from creation.

Licio Gelli

Licio Gelli (April 21, 1919 – December 15, 2015) was an Italian financier, liaison officer between the Italian government and Nazi Germany, chiefly known for his role in the Banco Ambrosiano scandal. He was revealed in 1981 as being the Venerable Master of the clandestine lodge Propaganda Due.

Mr. Gelli was arrested in Geneva in 1982 on charges of passport fraud. The authorities said he had gone there to withdraw millions of dollars from his Swiss accounts.A year later, just as he was about to be extradited to Italy to face charges involving the Bologna bombing, the bank failure and financing right-wing terrorism, he escaped from a Swiss prison hospital with a guard’s help and fled to South America. He returned to Switzerland in 1987 and was extradited to Italy under extraordinary security.Mr. Gelli was absolved of any association with the Bologna bombing but sentenced to five years in prison for obstructing the investigation and 18 and a half years for his role in the Banco Ambrosiano fraud. (His Swiss accounts had been linked to more than $1 billion that the bank was missing.)     Çiftçi bir ailenin çocuğu olan Gelli, 1930'lu yıllarda Mussolini'nin Kara Gömlekliler örgütünde faaliyet gösterdi. İspanya İç Savaşı'nda Franco'nun safında savaştı. II. Dünya Savaşı'nda İtalya adına Almanya'da İstihbarat Subaylığı yaptı. 1944 yılının başından itibaren ABD İstihbaratına çalıştı.

    Gelli, 1965 yılında İtalya'daki Grande Oriente d'Italia (İtalya Büyük Doğu Locası)'na bağlı olan Romangnosi Locası'na katıldı. Gelli mason üstadı olmadan önce, Kontrgerilla'nın İtalya'daki adı olan Gladio'nun yabancı mason locaları ve CIA ilişkilerinden sorumluydu. 1965 yılında görevinden ayrılan SİFAR (İtalyan Gizli Servisi) direktörü General Giovanni Allavena, 1967'de SİFAR arşivlerindeki özel dosyaları Gelli'ye verdi. Gelli bu özel dosyaları kullanarak 1970'lerin ilk yıllarına geldiğinde ekonomi, sanayi, ordu ve medyada çok önemli bir konuma ulaştı. İtalya merkezli olan Gladio ve P2 locası gerek Avrupa ülkelerinde gerekse CIA üzerinde ileri derecede etkin olmaya başlamıştı. Gladio ve P2'nin başında olan Gelli ise uluslararası alanda en üst konuma yükseldi.

    Gelli, 1970'li yıllarda P2 locasını Arjantin, Brezilya ve Uruguay'da da örgütledi ve milliyetçi yapıları destekledi.
