    Dr. Wilburn is running for her first re-election for Indiana's House District 32. She has earned the respect among her Statehouse colleagues by focusing on the issues that matter most to Hoosiers across the political aisle. As the wife of a retired police officer she is a strong advocate for public safety and has earned the endorsement of both the Indiana State Fraternal Order of Police and Indiana Professional Firefighters PAC. She is a healthcare clinician passionate about ensuring each Hoosier has access to healthcare and as a mom of three, she believes every child should have access to a robust education.

    American therapist and politician

    Victoria Garcia Wilburn (born 1981/1982) is an American occupational therapist and politician serving as member of the Indiana House of Representatives for the 32nd district. She assumed office on November 9, 2022.

    Education

    Wilburn earned a Bachelor of Science degree in occupational therapy from Boston University, followed by a Master of Health Science and Doctor of Health Science from the University of Indianapolis.

    Career

    Wilburn worked as an adjunct professor at the University of Indianapolis from 2012 and 2014 and as an assistant professor and academic fieldwork coordinator from 2014 to 2016. She was a visiting professor in the Department of Occupational Therapy at Indiana University–Purdue University Indianapolis in 2017 and became an assistant professor in 2018. Wilburn was elected to the Indiana House of Representatives in November 2022.

    Dr. Wilburn is an associate professor at Indiana University–Indianapolis. As a community-engaged researcher, Dr. Wilburn partners with community organizations to help solve pressing issues that impact central Indiana residents, focusing on justice, which inspired her to run for State Representative. She was first elected to the Indiana House of Representatives on Nov. 8, 2022. Victoria is a member of the Family, Children, and Human Affairs Committee, as well as the Employment, Labor, and Pensions Committee and the Judiciary Committee. As a Freshman legislator, she passed groundbreaking legislation in Public Law 139, providing mental health and resiliency training to public safety professionals statewide. Her dedication to the disability community was recognized as Disability Advocate of the Year (2024) and helped carry signature legislation for Mental Health America. She advocates for promoting state and federal policies that advance health equity and mental and behavioral health initiatives.

    Dr. Wilburn has served on the Board of Directors for the American Occupational Therapy Association and Hope Academy Recovery High School, Indiana’s only high school for teens in recovery from substance use disorder. The Indiana Occupational Therapy Association has recognized Dr. Wilburn’s contributions to her profession as Occupational Therapist of the Year, awarded Fellow of the American Occupational Therapy Association, and inducted into the Indiana Latino Leadership Circle.     Biography

    Victoria Garcia-Wilburn, D.H.Sc., OTR, CLT, is assistant professor in IU's occupational therapy program. Wilburn specializes in implementing occupational therapy services for populations, organizations, and communities utilizing occupation-based programming, organizational leadership skills, and narrative medicine techniques in her community-based research. She brings her contributions in the community to the classroom collaborating with students at Indianapolis hospitals, recovery centers, and nonprofits, providing real-world experiences for learning. Her most current projects focus on implementing occupation-based programming for adolescents in addiction recovery.

    Prior to beginning her appointment as faculty at the School of Health & Human Sciences, Wilburn was assistant professor and academic fieldwork coordinator at University of Indianapolis. Wilburn is a former past president of the Indiana Occupational Therapy Association and is currently chair of the Affiliated State Association Presidents for the American Occupational Therapy Association. She was awarded Occupational Therapist of the Year by the Indiana Occupational Therapy Association for 2018. She also serves as a representative for the Indiana legislature, and is called upon regularly for testimony in matters related to professional health programs and practice.

    Wilburn graduated from Boston University with a B.S. in occupational therapy in 2005 and earned her master of health science in 2012 at University of Indianapolis. She earned her doctorate in health science from University of Indianapolis, publishing her doctoral works, Perceptions of academic fieldwork coordinators regarding the value of fieldwork in emerging areas of practice.
