  • The Senegalese renowned mediator Alioune Badara Cissé who helped broker a peace deal during the recent violent protest died in Dakar on Saturday the 28.

    As Mediator of the Republic, he called on President Macky Sall to speak out, to listen to Senegalese youth and warned against an escalation of violence when thousands of youths rioted in protest to the arrest of opposition leader Sonko.

    Alioune Badara Cissé was the leader of the diplomatic mission, a position he acquired through President Macky Sall and was also the founder of the ruling party Alliance for the Republic (APR).

    Born in 1958, he was also the chief of staff during the reign of former President Abdoulaye Wade.

    Alioune Badara Cissé actively participated in the victory of the current president in 2012 but was later dismissed after seven months as the head of the Ministry of Foreign Affairs.

    Born 1958, he was the leader of the diplomatic mission, a position he acquired through President Macky Sall and was also the founder of the ruling party Alliance for the Republic (APR).

    Member of the Alliance for the Republic , he was Minister of Foreign Affairs and Senegalese Abroad, number 2 in the government, until October 2012 , when he was replaced by Mankeur Ndiaye .

    Furthermore, his passion for the language of Shakespeare made him the first winner of the General Competition in English in 1977 at the Lycée. He then began studying foreign languages, English and Spanish.

    This is how he successively obtained a license in Public International Law at the University of Social Sciences of Toulouse, a Masters in Applied Foreign Languages at the University of Toulouse le Mirail, a diploma from the Institute of Political Studies of Toulouse as well as two higher diplomas (DS) in Economic Law of Air Transport and Development and Technical Cooperation at the University of Toulouse.

    In March 2021, as the moderator of the republic, Alioune Badara, called on President Macky Sall to speak out, to listen to Senegalese youth and warned against an escalation of violence when thousands of youths rioted in protest to the arrest of opposition leader Sonko.

    The political class is in mourning after the death of the Ombudsman of the Republic, Alioune Badara Cissé. He died on Saturday 28 August in Dakar, at the age of 63. A fellow traveler and head of diplomacy of President Macky Sall, he co-founded with him the Alliance for the Republic, the party of the Head of State.
    Alioune Badara Cissé’s last high-profile public appearance was on March 7, 2021, when riots were shaking the country. As Mediator of the Republic, he called on President Macky Sall to speak out, to listen to Senegalese youth and warned against an escalation of violence.
    Born in 1958, this politician from Saint-Louis first had several responsibilities under President Abdoulaye Wade. Among the first companions of Macky Sall, he was his chief of staff when the latter was Prime Minister. He accompanied him in the break with Abdoulaye Wade to create the Alliance for the Republic (APR).
    Alioune Badara Cissé actively participated in the victory in 2012 of the current president. But after seven months at the head of the Ministry of Foreign Affairs, he was dismissed. “He was more a man of law than a man of politics. He did not hesitate to tell the truth and was outspoken,” says Ogo Seck, a professor at the University of Saint-Louis, who explains the break between the two men.
    At the age of 63, Alioune Badara Cissé still had enormous political ambitions, says journalist and teacher Pape Sadio Thiam, who believes he had the stature of a potential future president of the Republic.

    Alioune Badara Cissé (7 February 1958 – 28 August 2021) was a Senegalese politician.

    A member of the Alliance for the Republic (APR), he served as Foreign Minister of Senegal from 4 April to 29 October 2012.

    Biography

    Born in Saint-Louis on 7 February 1958, Cissé passed his primary studies in his native city. He studied foreign language application in English and Spanish at Cheikh Anta Diop University and graduated in 1980. He then studied at Jean Monnet University and the Institut d'études politiques de Toulouse.

    In 1988, Cissé returned to Senegal and was admitted to the Dakar Bar, becoming a lawyer in 1992. That year, he was awarded the Hubert H. Humphrey Fellowship Program to study at the University of Minnesota. He earned a doctorate in law from Hamline University School of Law in Saint Paul, Minnesota.

    In 2007, Cissé became a special advisor to Prime MinisterMacky Sall. When Sall became President, he appointed Cissé to be Foreign Minister. He held the position for seven months before returning to his activities as a lawyer. In August 2015, he was appointed Mediator of the Republic, replacing Serigne Diop.

    Alioune Badara Cissé died from complications of COVID-19 in Dakar on 28 August 2021 at the age of 63.
